Fibre optic infrastructures are very important, and therefore, it is necessary to protect them from fibre cuts. Most fibre cuts are caused by digging activity, and many network operators seek appropriate solutions enabling detection of possible unexpected events (predict these cuts) and subsequent network outages. In most cases, there is no need to locate events, and only information regarding the occurrence of the event is sufficient. Direct detection-based distributed fibre optic sensing systems appear to be an appropriate solution, allowing digging to be detected before the fibre breaks. The average power of such signals is relatively small, and there is no interference with other signals in the fibre. We performed laboratory measurements to compare the sensitivity and accuracy of interferometric and polarization systems for acoustic vibrations. In the case of interferometric systems, the reference and sensing arms were in the same cable, and both were subjected to acoustic vibrations.

As in other areas of experimental science, operation of electrophysiological laboratory, design and performance of electrophysiological experiments, collection, storage and sharing of experimental data and metadata, analysis and interpretation of these data, and publication of results are time consuming activities. If these activities are well organized and supported by a suitable infrastructure, work efficiency of researchers increases significantly. This article deals with the main concepts, design, and development of software and hardware infrastructure for research in electrophysiology. The described infrastructure has been primarily developed for the needs of neuroinformatics laboratory at the University of West Bohemia, the Czech Republic. However, from the beginning it has been also designed and developed to be open and applicable in laboratories that do similar research. After introducing the laboratory and the whole architectural concept the individual parts of the infrastructure are described. The central element of the software infrastructure is a web-based portal that enables community researchers to store, share, download and search data and metadata from electrophysiological experiments. The data model, domain ontology and usage of semantic web languages and technologies are described. Current data publication policy used in the portal is briefly introduced. The registration of the portal within Neuroscience Information Framework is described. Then the methods used for processing of electrophysiological signals are presented. The specific modifications of these methods introduced by laboratory researches are summarized; the methods are organized into a laboratory workflow. Other parts of the software infrastructure include mobile and offline solutions for data/metadata storing and a hardware stimulator communicating with an EEG amplifier and recording software.

The quality of the environment as well as public health is convincingly coupled with the functioning of a power subsector. The power subsector plays a pivotal role in the sense that it emerges as the key cross-sectional element for the society's functioning (production, services, healthcare, education and others). A modern society consists of infrastructure systems that are primarily dependent on continuous electricity supplies. Each and every element of the electric power infrastructure is unique, and thus, its malfunction can disrupt the functioning of an important part of the electric power infrastructure. In conjunction with ensuring the functioning of electric power infrastructure, our attention must be drawn to the resilience issue. As far as the resilience of electric power infrastructure is concerned, it can resist weather-related events ensuring there are no disruptions in continuous electricity supplies. First, in the introductory part, the article presents the legal framework in the Slovak Republic. Second, it describes the current state of the electric power infrastructure of Slovakia. Third, it handles the state of the level of security risk assessment. Later on, in the literature review, besides turning to the issue of resilience assessment, the authors focused on the area of resilience of power engineering. Furthermore, the article scrutinizes resilience assessment in Slovakia, and it briefly examines approaches towards natural threats. In addition, the article demonstrates several approaches towards flood resilience. Having used different methods, the primary concern is to devise a framework for resilience assessment. Therefore, the included case study examines aspects of the proposed framework for resilience assessment. In conclusion, our aim was, in most respects, to outline an innovative methodological framework for increasing the resilience of electricity infrastructure.

This paper presents a performance evaluation framework for streetscape vegetation. A performance index (PI) is conceived using the following seven traits, specific to the street environments - Pollution Flux Potential (PFP), Carbon Sequestration Potential (CSP), Thermal Comfort Potential (TCP), Noise Attenuation Potential (NAP), Biomass Energy Potential (BEP), Environmental Stress Tolerance (EST) and Crown Projection Factor (CPF). Its application is demonstrated through a case study using fifteen street vegetation species from the UK, utilising a combination of direct field measurements and inventoried literature data. Our results indicate greater preference to small-to-medium size trees and evergreen shrubs over larger trees for streetscaping. The proposed PI approach can be potentially applied two-fold: one, for evaluation of the performance of the existing street vegetation, facilitating the prospects for further improving them through management strategies and better species selection; two, for planning new streetscapes and multi-functional biomass as part of extending the green urban infrastructure.

Forests account for nearly 90 % of the world's terrestrial biomass in the form of carbon and they support 80 % of the global biodiversity. To understand the underlying forest dynamics, we need a long-term but also relatively high-frequency, networked monitoring system, as traditionally used in meteorology or hydrology. While there are numerous existing forest monitoring sites, particularly in temperate regions, the resulting data streams are rarely connected and do not provide information promptly, which hampers real-time assessments of forest responses to extreme climate events. The technology to build a better global forest monitoring network now exists. This white paper addresses the key structural components needed to achieve a novel meta-network. We propose to complement - rather than replace or unify - the existing heterogeneous infrastructure with standardized, quality-assured linking methods and interacting data processing centers to create an integrated forest monitoring network. These automated (research topic-dependent) linking methods in atmosphere, biosphere, and pedosphere play a key role in scaling site-specific results and processing them in a timely manner. To ensure broad participation from existing monitoring sites and to establish new sites, these linking methods must be as informative, reliable, affordable, and maintainable as possible, and should be supplemented by near real-time remote sensing data. The proposed novel meta-network will enable the detection of emergent patterns that would not be visible from isolated analyses of individual sites. In addition, the near real-time availability of data will facilitate predictions of current forest conditions (nowcasts), which are urgently needed for research and decision making in the face of rapid climate change. We call for international and interdisciplinary efforts in this direction.
OBJECTIVE: Human resources are crucial for addiction treatment and prevention services, as well as for science and research. The aim of this historical case study is to explain and demonstrate the role of specialized university academic degree study programmes in addictions in the context of a national institutional infrastructure. This specific group of very highly specialized academic programmes represents the highest level of professional development and is producing a totally new generation of addiction specialists with a very distinctive professional identity. METHODS: The study protocol is based on a case study research design and the case is defined as the historical development of addiction specialized institutions closely related to self-help, prevention, and treatment activities on the historical territory of the Czech Republic. We identified relevant historical sources related to establishing and/or running activities or institutions according to the categories specified in our concept of the national institutional infrastructure. All the materials and sources that were collected were sorted according to a timeline and categories of institutions and we systematically determined the first recorded activity/institution in each particular category. For this simple sorting system we used open and selected coding according to Grounded Theory. RESULTS: The public health model developed by Thomas Babor recognizes six different structural mechanisms to support university-based programmes in addiction studies: specialized journals, research centres, professional societies, specialized libraries and documentation centres, training and education programmes and institutions, and funding agencies. We attempted to redefine the concept of addiction studies within the broader context of the addiction field and added three additional mechanisms of support: public interest groups, self-help groups, and service providers. Using a historical case study in the Czech Republic, we demonstrate the potential for a broader context and interaction between these support mechanisms and academic institutions hosting academic programmes in addiction studies. CONCLUSION: The process of establishing integrated addiction studies programmes at Charles University in the Czech Republic had its origins in, and support from, various national institutions and professional organizations. This allowed the university to develop academic programmes at the bachelor's, master's, and Ph.D. levels. The availability of career opportunities for advanced-level addiction professionals in the Czech Republic was also a critically important factor in developing sustainable academic programmes in addiction studies. Our experience is that the creation of successful and sustainable academic programmes for addiction professionals is difficult to achieve without broad infrastructure support, national advocacy efforts, and legislative change at the national level.

A survey of the infrastructure in radiotherapy centres in three Central European countries has been performed as a first step in the development of a quality assurance network. Data concerning radiotherapy equipment, staff and number of patients treated in most of the radiotherapy centres from Czech Republic, Poland and Hungary were collected at the beginning of 1994. Equipment data have shown that 35% of 182 treatment units are conventional x-ray units, 35% 60Co units, 19% linear accelerators, 7% 137Cs units and 4% betatrons. About 47% of high energy units are older than 12 years and about 20% older than 21 years. An important number of centres still have no simulator which would constitute an important handicap to carry out adequate radiotherapy. The number of treatment planning systems has also been registered; 44% being PC-based systems with locally developed software. Large variations are observed in the number of patients treated per year, per high energy unit, but 12/47 centres treat more than 700 patients per year and unit. On the average, staffing seems adequate in numbers though there are wide variations. The main limitation of radiotherapy infrastructure in the Central European countries is the low number of linear accelerators and simulators and the advanced age of therapy units.

This paper deals with the issue of mobile device localization in the environment of buildings, which is suitable for use in healthcare or crisis management. The developed localization system is based on wireless Local Area Network (LAN) infrastructure (commonly referred to as Wi-Fi), evaluating signal strength from different access points, using the fingerprinting method for localization. The most serious problems consist in multipath signal propagation and the different sensitivities (calibration) of Wi-Fi adapters installed in different mobile devices. To solve these issues, an algorithm based on fuzzy logic is proposed to optimize the localization performance. The localization system consists of five elements, which are mobile applications for Android OS, a fuzzy derivation model, and a web surveillance environment for displaying the localization results. All of these elements use a database and shared storage on a virtualized server running Ubuntu. The developed system is implemented in Java for Android-based mobile devices and successfully tested. The average accuracy is satisfactory for determining the position of a client device on the level of rooms.

We introduce the national research biobanking infrastructure, BBMRI_CZ. The infrastructure has been founded by the Ministry of Education and became a partner of the European biobanking infrastructure BBMRI.eu. It is designed as a network of individual biobanks where each biobank stores samples obtained from associated healthcare providers. The biobanks comprise long term storage (various types of tissues classified by diagnosis, serum at surgery, genomic DNA and RNA) and short term storage (longitudinally sampled patient sera). We discuss the operation workflow of the infrastructure that needs to be the distributed system: transfer of the samples to the biobank needs to be accompanied by extraction of data from the hospital information systems and this data must be stored in a central index serving mainly for sample lookup. Since BBMRI_CZ is designed solely for research purposes, the data is anonymised prior to their integration into the central BBMRI_CZ index. The index is then available for registered researchers to seek for samples of interest and to request the samples from biobank managers. The paper provides an overview of the structure of data stored in the index. We also discuss monitoring system for the biobanks, incorporated to ensure quality of the stored samples.
