I have grown up with my roots in toxicology. It is therefore a pleasure to introduce these Proceedings from the toxicological conference. This collection contains presentations from the 8th Interdisciplinary Czech-Slovak Toxicological Conference, organized in Praha, 2003. The series of these interdisciplinary toxicological conferences started in 1996 in Piešťany as the 1st Slovak-Czech Conference. The 2nd conference was in Hradec Králové in 1997, then in Trenčianské Teplice, further followed by conferences in Plzeň, Trenčianské Teplice and Hradec Králové. The 7th Interdisciplinary Slovak-Czech Toxicological Conference was held in Martin in 2002. Czech and Slovak toxicologists thus, have a possibility to meet and discuss each year alternately in the Czech or Slovak Republic their latest knowledge and results. I appreciate that employees of the National Institute of Public Health in Praha were asked to organize the 8th such conference in 2003. The participation of about 90 experts reflected the popularity of these toxicological conferences and the tradition created by the Section of Toxicology of the Czech Society of Experimental and Clinical Pharmacology and Toxicology of the Czech Medical Association together with its Slovak partner. This time even a cooperation of the Czech Medical Association and Czech Chemical Society was successfully realized thanks to the sections involved: cooperation among toxicologists, clinical doctors and colleagues from occupational medicine, biologists, physicists, analytical, theoretical and organic chemists. Such cooperation was very much alive during our younger days and as we can see the years have not weakened it. I noticed that more young and new faces are appearing, who enjoy working at the edge of such diverse disciplines. I am pleased that the National Institute of Public Health could support both technically and financially the publication of these Proceedings. I would like to thank all collaborators who assisted the successful course of the conference and the publishing of this Supplement in our journal, the Central European Journal of Public Health! Ultimately I wish also to thank to all participants for their work, discussion and self-discipline! Good luck and much success to the next, 9th Interdisciplinary Slovak-Czech Toxicological Conference to be held by our Slovak colleagues in Malé Karpaty near Modrá at September 15–17, 2004.

Koncem devadesátých let se dostává do povědomí veřejného zdravotnictví v Evropě i v USA nový pojem tzv. HIA (Health.Impact Assessment) neboli hodnocení (odhad) vlivu na zdraví. Preventivní medicína od nepaměti sleduje. vyhodnocuje a řeší negativní dopady prostředí i společnosti na zdraví. S ohledem na různé pohledy na HIA v jednotlivých zemích a s ohledem na článek 152 Amsterodamské smlouvy došlo v prosinci 1999 v Gothenburgu ke sjednocení pohledů na HIA a vzniku strategického dokumentu. Tento dokument je zde probírán a komentován ve vztahu k domácím podmínkám a k situaci v hygienické službě a výuce na lékařských fakultách. Je diskutován problém výuky na lékařských fakultách ve vztahu k současným potřebám hygienické služby ČR. Diskutují se možnosti využití zákona č. 258/2000 Sb. v procesu HIA a omezení tohoto zákona V komplexním pojímání vlivů na zdraví, které probíhá obdobně jako ELA (Environmental Health Assessment) v Evropě. Zpracovává se dokument WHO/EURO pro zapojení procesu HIA do procesu SEA (Strategie Environmental Assessment), ve shodě s doporučením Londýnské konference o prostředí a zdraví (The London Ministerial Conference on Environment and Health). Při jednání o SEA se ukázalo, Že „zdraví" je nutno chápat jako součást „prostředí" a nelze tedy posuzovat dopady lidské činnosti na prostředí a opomenout dopady na zdraví. HIA je úzce spjat s „evidence based medicine" tj. medicínou založenou na prokázaných vztazích mezi faktorem a účinkem.
At the end of the nineties in public health in Europe and the USA a new term Health Impact Assessment (HIA) was introduced. Since time immemorial preventive medicine has been investigating evaluating and solving negative impact of the environment and society on health. With regard to different views on HIA in different countries and with regard to article 152 of the Amsterdam treaty in 1999 in Gothenburg views on HIA were unified and a strategic document was elaborain Gothenburg views on HIA were unified and a strategic document was elaboracountry and the position of the hygiene service and teaching at medical faculties. The authors discuss the problem of teaching at medical faculties in relation to the contemporary needs of the hygiene service in the Czech Republic. Possibilities of applying act no. 258/2000 in the process of HIA are discussed as well as limitations of this act in the comprehensive concept of influences on health which is under way, similarly as EIA (Environmental Health Assessment) in Europe. A document of WHO/EURO is being elaborated to incorporate the HIA process into the SEA process (Strategic Environmental Assessment) consistent with the recommendations of the London Ministerial Conference on Environmental and Health). During the agenda on SEA it was found the „health" must be conceived as part of the „environment" and thus impacts of human activities on the environment cannot be evaluated while omitting impacts on health. HIA is closely linked with „evidence based medicine", i. e. medicine based on proved relations between factor and effect.
