Článek analyzuje tři důležité podmínky pro krajskou zdravotní politiku v období 2003-2010: (1) personální obsazení krajských orgánů, zabývajících se zdravotnictvím; (2) formulaci strategických dokumentů (krajských zdravotních plánů) a (3) vztahy mezi jednotlivými kraji a vládou ČR. Metody: Autoři textu se snažili zjistit, zda v předchozích třech bodech došlo k výrazné změně trendů mezi jednotlivými kraji. Shromáždili údaje o vývoji počtů krajských úředníků zaměřených na zdravotní problematiku, o krajských zdravotnických plánech a politické příslušnosti krajských zastupitelů a členů vlády ČR. Závěr: Systematická práce na krajských zdravotních plánech částečně závisí na dostatečném počtu úředníků na krajských úřadech. Byl zjištěn možný negativní vliv v téměř nezměněné normativní opozici vůči vládě. Počet úředníků zaměřených na zdravotní problematiku se zvýšil během období 2006-2010 o 37%. Sledováním poměru počtu obyvatel k počtu úředníků jsme prokázali, že rozdíly mezi průměr a střední hodnoty byly sníženy. Porovnání krajů v průběhu 2003-2010 ukázalo, že v deseti (z 13) krajů se zvýšila produkce strategických dokumentů (zdravotních plánů), ale kvalita některých z těchto dokumentu je diskutabilní.
The paper analyses three important tight with regional health policy during period 2003–2010: (1) personal capacity of regional authorities (2) formulation of strategic documents and (3) relationship among regions and the cabinet. Methods: We tried to find out if there are some important trends' changes among regions in previous three points. We gathered data about number of officers focused on health matters; regional strategic documents and political affiliation of members of regional councils and the cabinet members. Conclusions: Systematic work on regional strategic document partly depends on sufficient personal capacity of regional authorities, and possible negative effect was identified in almost present normative opposition to the cabinet. Number of officers focused on health matters was increased about 37 % during 2006–2010 and by usage indicator of officer's stress (number of inhabitants to numbers of officers) we proved that differences among average and median values was decreased. Comparison of regions during 2003–2010 showed that 10 of 13 regions increased production of strategic documents; however the quality some of this document is disputable.
