Data o zdravotní péči ve správě státem řízených organizací jsou pro společnost cenným nehmotným aktivem. Jejich využití by mělo být pro jejich správce a stát prioritou. Zcela paternalistický přístup správců a státu je nežádoucí, jakkoliv má za cíl ochranu práva na soukromí osob registrovaných v databázích. V souladu s evropskou politikou a celosvětovým trendem by však tato opatření neměla převážit společenský benefit, který z analýzy těchto údajů vyplývá, existují-li technické možnosti práva osob na soukromí dostatečně chránit. Česká společnost vede k tématu intenzivní diskusi, která se však podle autorů jen nedostatečně opírá o fakta a postrádá jasně artikulovaná stanoviska odborné veřejnosti. Cílem tohoto článku je tyto mezery zacelit. Techniky anonymizace údajů představují řešení, jak chránit práva jednotlivců na soukromí a zároveň zachovat vědeckou hodnotu údajů. Riziko ztotožnění jednotlivců v anonymizovaných souborech údajů je škálovatelné a lze ho minimalizovat v závislosti na typu a obsahu údajů a jejich použití konkrétním žadatelem. Nalezení optimální formy a rozsahu deidentifikovaných údajů vyžaduje kompetence a znalosti jak na straně žadatele, tak na straně správce. Je v zájmu žadatele, správce i chráněných osob v databázích, aby obě strany projevily ochotu a měly schopnost a odborné znalosti komunikovat v průběhu žádosti a jejího zpracování.
Healthcare data held by state-run organisations is a valuable intangible asset for society. Its use should be a priority for its administrators and the state. A completely paternalistic approach by administrators and the state is undesirable, however much it aims to protect the privacy rights of persons registered in databases. In line with European policies and the global trend, these measures should not outweigh the social benefit that arises from the analysis of these data if the technical possibilities exist to sufficiently protect the privacy rights of individuals. Czech society is having an intense discussion on the topic, but according to the authors, it is insufficiently based on facts and lacks clearly articulated opinions of the expert public. The aim of this article is to fill these gaps. Data anonymization techniques provide a solution to protect individuals' privacy rights while preserving the scientific value of the data. The risk of identifying individuals in anonymised data sets is scalable and can be minimised depending on the type and content of the data and its use by the specific applicant. Finding the optimal form and scope of deidentified data requires competence and knowledge on the part of both the applicant and the administrator. It is in the interest of the applicant, the administrator, as well as the protected persons in the databases that both parties show willingness and have the ability and expertise to communicate during the application and its processing.

Asthma bronchiale je považováno za velmi časté chronické onemocnění dětského věku. Přináší řadu limitací a ovlivnění životního stylu, stejně jako modifikaci výchovně-vzdělávacího procesu u dětí/žáků. Práce je zaměřena na oblast analýzy a následné syntézy odborných zahraničních poznatků, které byly publikovány k problematice ovlivnění symptomatologie, kontroly a self-managementu astmatu edukačními programy a intervencemi (dohledané plnotexty odborných článků publikovaných v letech 2011–2016). Popsán je proces zavádění edukačních programů, jejich realizace ve školách, specifika programů pro starší žáky/studenty, dospělé a klienty postproduktivního a seniorského věku. V neposlední řadě je popsána moderní možnost transferu poznatků v elektronické podobě a pomocí her. Lze konstatovat, že v zahraničí jsou edukační programy zacíleny na široké věkové spektrum nemocných, zkušenostmi disponují také školy a zdravotnická zařízení a edukační intervence jsou považovány za důležité komponenty kvality života nemocných s asthma bronchiale. V našich podmínkách plošné edukační programy kontroly či (self)managementu astmatu ve školách realizovány nejsou. Zde je spatřován značný gap a příspěvek tak může sloužit jako inspirace v podobě sumarizace poznatků a zkušeností dobré praxe ze zahraničí.
Asthma is considered as a very common chronic illness in children. It brings a numerous limitations and impact on lifestyle, as well as a modification of the educational process realised in children/pupils. The paper is focused on the analysis and subsequent synthesis of scientific foreign studies published in a question of the issues affecting the symptoms, asthma control and self-management by the programs and interventions (full texts of scientific articles published 2011–2016). The paper also describes the process of implementing of educational programs, their realisation at schools, specifics of programs for older pupils/students, as well as for adults and elderly and post-productive age clients. Finally, the modern way for a transfer of knowledge in electronic form and games was described. It can be stated that educational programs abroad are focused on a wide age range of the patients and schools and health facilities also have certain experiences. Educational interventions are regarded as important components of quality of life in patients with asthma. In our country, educational programs for the asthma control or (self)management at schools are not have been implemented. The gap can be seemed here and the paper can be used for an inspiration in the form of summary of knowledge and experiences in a view of abroad good practice.

The electrodynamics of metals is well understood within the Drude conductivity model; properties of insulators and semiconductors are governed by a gap in the electronic states. But there is a great variety of disordered materials that do not fall in these categories and still respond to external field in an amazingly uniform manner. At radiofrequencies delocalized charges yield a frequency-independent conductivity σ 1(ν) whose magnitude exponentially decreases while cooling. With increasing frequency, dispersionless conductivity starts to reveal a power-law dependence σ 1(ν)∝ν s with s < 1 caused by hopping charge carriers. At low temperatures, such Universal Dielectric Response can cross over to another universal regime with nearly constant loss ε″∝σ1/ν = const. The powerful research potential based on such universalities is widely used in condensed matter physics. Here we study the broad-band (1-1012 Hz) dielectric response of Shewanella oneidensis MR-1 extracellular matrix, cytochrome C and serum albumin. Applying concepts of condensed matter physics, we identify transport mechanisms and a number of energy, time, frequency, spatial and temperature scales in these biological objects, which can provide us with deeper insight into the protein dynamics.

Several unmet needs have been identified in allergic rhinitis: identification of the time of onset of the pollen season, optimal control of rhinitis and comorbidities, patient stratification, multidisciplinary team for integrated care pathways, innovation in clinical trials and, above all, patient empowerment. MASK-rhinitis (MACVIA-ARIA Sentinel NetworK for allergic rhinitis) is a simple system centred around the patient which was devised to fill many of these gaps using Information and Communications Technology (ICT) tools and a clinical decision support system (CDSS) based on the most widely used guideline in allergic rhinitis and its asthma comorbidity (ARIA 2015 revision). It is one of the implementation systems of Action Plan B3 of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA). Three tools are used for the electronic monitoring of allergic diseases: a cell phone-based daily visual analogue scale (VAS) assessment of disease control, CARAT (Control of Allergic Rhinitis and Asthma Test) and e-Allergy screening (premedical system of early diagnosis of allergy and asthma based on online tools). These tools are combined with a clinical decision support system (CDSS) and are available in many languages. An e-CRF and an e-learning tool complete MASK. MASK is flexible and other tools can be added. It appears to be an advanced, global and integrated ICT answer for many unmet needs in allergic diseases which will improve policies and standards.

Family care is defined as an informal type of lay care that is based on the principles of solidarity and love for the next of kin. The significance of this type of care is currently rising among the elderly in connection with the rising demographic increase in the number of older adults. Care for the elderly within families has a number of benefits, but there are also drawbacks that need to be eliminated. The major benefit for the elderly is being able to live at home in a stress-free environment. The major drawbacks lie in the physical and psychological strain for the caregiver, the financial burden for the family, a disrupted cohabitation, and disrupted relationships between the care provider, the care recipient and the family. Consequently, state social and health policy should support family care not only financially with available services, but also with moral appreciation. The system is still recipient-oriented rather than focusing on the family caregiver. Support for family caregivers has a positive effect, namely in long-term care on the overall health of the older person, as well as on the national economy. The information obtained was gathered from electronic databases: EBSCO, PubMed, BMČ, Google Scholar, etc. The inclusion criteria for the theoretical overview was a search period of 2005–2015 and availability of full texts. The keywords used were: family caregiver; role of caregiver; elderly; strain; burden. The exclusionary criteria were abstracts, articles related to childhood, etc. The aim of the article is to describe the current situation of family care and family caregivers in the Czech Republic. Summarized information can be useful for health and social services, and in particular for the necessary support and assistance to family caregivers.
