Program Zdraví 2020 poskytuje vizi, strategickou cestu, vytyčuje priority a podává celou řadu návrhů účinných opatření ověřených výzkumem a zkušenostmi mnoha zemí. Zdravotní péče potřebuje nejen nové finanční zdroje, ale i novou zdravotní strategii, nové formy řízení zdravotnictví a péče o zdraví. Aby bylo možné zlepšit zdravotní výsledky, je nezbytné podstatně posílit veřejné zdravotnictví, jeho funkce i kapacitu. Dobrým nástrojem je zdravotní gramotnost, která je orientována na dynamické vztahy v oblasti zdraví. Program Zdraví 2020 je dobrá zdravotní strategie pro 21. století.
Health 2020 provides a vision, a strategic path, a set of priorities and a range of suggestions to show what works, based on research and experience in many countries. Health care needs not only more financial resources, but a new strategic approach and new types of health governance and governance for health. Achieving better health outcomes in the European Region requires a significant strengthening of public health functions and capacity. Ve 21. století jsou podmínky v oblasti zdraví charakterizovány vzrůstajícím množstvím vzájemně propojených faktorů, které ovlivňují zdraví a životní pohodu, a vzájemnou provázaností na globální, regionální i místní úrovni. V současné době není možné zhostit se úspěšně náročných úkolů v oblasti veřejného zdraví (např. nepřenosné choroby, antimikrobiální rezistence, nerovný přístup ke zdravotní péči a zdravotní důsledky vynucených opatření ke snížení nákladů na zdravotní péči v některých zemích) bez spolupráce mezi jednotlivými sektory a koordinace kroků na mezinárodní, národní i místní úrovni. 53 zemí z evropského regionu WHO vytvořily a přijaly evropskou strategii pro 21. století (Zdraví 2020) jako společný, výzkumem podložený souhrn opatření pro rozvoj veřejného zdraví, podporu spolupráce ve všech sektorech a na všech úrovních a koordinaci kroků vedoucích ke zlepšení zdraví a životní pohody obyvatel evropského regionu. Tento článek se věnuje vzniku a vývoji strategie Zdraví 2020, hlavním strategickým cílům, úkolům i náplni. Dále uvádí kroky nezbytné k úspěšnému zavedení strategie Zdraví 2020 v jednotlivých zemích a pomoc poskytovanou WHO zemím, které začaly v oblasti zdraví uplatňovat postupy v souladu se strategií Zdraví 2020.
The 21st-century health landscape is shaped by growing global, regional and local interdependence and an increasingly complex array of interlinking factors that influence health and well-being. Most of today's major public health challenges, including noncommunicable diseases, antimicrobial resistance, health inequalities and the health effects of austerity measures in some countries, cannot be addressed effectively without intersectoral and coordinated action at supranational, national and local levels. The 53 countries of the WHO European Region developed and adopted a European policy framework and strategy for the 21st century (Health 2020) as a common, evidence-informed policy framework to support and encourage coordinated action by policy-makers at all levels and in all sectors to improve population health and well-being. This article presents the development process of Health 2020 and its main strategic goals, objectives and content. Further, we describe what is needed to successfully implement Health 2020 in countries and how can WHO provide technical assistance to countries that embark on developing health policy aligned with the Health 2020 policy framewor

Article presents the necessity of systematic enhancement of Public Health in the Czech Republic. Theoretical outlines of the basic development of medicine and health care are given, definition of Public Health and thesis of the EUPHA document (European Public Health Association) which concern developmental priorities of Public Health in Europe are presented.

The impact of digitalization of health services has been profound and is expected to be even more profound in the future. It is important to evaluate whether digital health services contribute to health system goals in an optimal way. This should be done at the level of the service, not the 'digital transformation'. Decisions to adopt new digital health services, at different levels of the health care system, are ideally based on evidence regarding their performance in light of health system goals. In order to evaluate this, a broad perspective should be taken in evaluations of digital health services. Attainment of the broad health system goals, including quality, efficiency and equity, are objectives against which to judge new digital health services. These goals in a broad sense are unaltered by the process of digitalization. Governance should be designed and tailored in such a way to capture all relevant changes in an adequate way. When evaluating digital health services many specific aspects need to be considered. Like for other innovations and (new) technologies, such promises may or may not materialize and potential benefits may also be accompanied by unintended and/or negative (side) effects in the short or long term. Hence, the introduction, implementation, use and funding of digital health technologies should be carefully evaluated and monitored. Governments should play a more active role in the further optimization both of the process of decision making (both at the central and decentral level) and the related outcomes. They need to find a balance between centralized and decentralized activity. Moreover, the broader preparation of the health care system to be able to deal with digitalization, from education, through financial and regulatory preconditions, to implementation of monitoring systems to monitor its effects on health system performance remains important.
